Assignment as an Adviser
to Ministry of Labour exclusively deals with policy
formulation pertaining to industrial relation system,
vocational training, minimum wage legislation, and worker’s
welfare.
During my service as
Joint Economic Adviser in the Ministry of Finance, I was
actively engaged in policy advice in the Ministry on various
issues pertaining to sectoral as well as macroeconomic
policies of the government. Besides preparation of Annual
Economic Survey of Pakistan was one of my responsibilities.
As a researcher at PIDE, participated as a member of various
national committees constituted by Government of Pakistan to
investigate, examine and suggest policies for the
socio-economic problems, such as income distribution,
poverty, employment promotion, migration and manpower
development. It is in this context that I rendered
assistance in the write up of the Fifth, Sixth and Seventh
Five Years Plans of Government of Pakistan on the
chapters--Income Distribution, Population, Manpower and
Employment. Also acted as a Consultant to Ministry of Labour
and Manpower for their various studies. I provided a key
input into the write-up of the interim and final reports of
the National Manpower Commission entitled "Strategy for
Employment Promotion in Pakistan".
Also engaged as National Consultant
of ILO/UNDP/GOP PAK/88/07 and collaborated with
international experts on the report "A Strategy for
Employment and Human Resource Development for Pakistan in
1990".
Involved in the preparation
of Ninth Five Year Plan (1998-2003) on the Chapters on
Employment and also provided critical input into the
formulation of Pakistan 2010. Also collaborated with McGraw
Hill/DRI in preparation of Socio-economic Strategy for
Pakistan, a study conducted for Pak 2010 in association with
Dr. Albert Berry, 1998.
As a CTA both in Sudan
as well as in Namibia I provided input into policy
formulation of the relevant Ministries. In Sudan I had to
provide guidelines for integration of population concerns
into the National Development Planning exercises of the
country. In Namibia I have been actively engaged in the
formulation of the organisational and staffing structure of
the Directorate of Manpower Development in the Ministry for
the delivery of the mandated functions.
